Charles, Qual work starts when the final silicon is made. All that can be shown prior to that is prototypes that are used for rapid pre-qual testing by assorted OEMs. No point in doing the full monte on beta parts.
Now there may be early small runs of the final silicon that will allow a head start to be made, in addition the pinout will be known in advance as well as the chipset pinout so some wire maps can be made and prototype boards made in preparation for these parts.

As they say it ain't ready 'till it's ready, and getting a major server part ready involves a tortuouse future path without precise times known in advance.
Same problem intel has, as you have seen several times in the past 2 years.
