Of course that's possible. Palomino is the best example. Since the core has a lower "resistance" compared to Thunderbird, it does consume about 20% less current. As long as the voltage isn't increased by more than about 10% (keep in mind that power consumption is a quadratic function of voltage), it will consume less power overall. 1.5V vs. 1.4V and 1.80V vs. 1.75V are such examples.

However, the question remains why AMD is increasing the voltage. You never do this, unless you run out of headroom for further clock-speed increased. It's an old overclocker's trick to increase the voltage to squeeze some more MHzs out of a core.
