Read the Constitution you moron. If the Dems were so concerned about the deficit, they could have cut spending and balanced the budget. They didn't. Under the US Constitution, its the Congress, spending measures originate in the House (a Dem controlled playground at the time) who spends the money. The President's budgets were DOA on Capitol Hill year after year.
