Instead, as an investor, valuation determines what to buy...technical analysis determines when to buy.

If your emphasis is heavily on fundamentals, the time required to get entries right more than 50% of the time is really not worth it in the long run. If you buy a stock at 11 with a value target of 20, it's mostly academic whether you could have bought at 10 or 12. You won't sell a dip and rebuy if you think the fundies are still solid anyway - that's a trader's game. Chances are, your timing decisions won't produce significant improvement, because it is not your primary focus.

Some people have a knack for timing and TA and others do fundies. It's very rare to find both in one trader or investor.
