I didn't know that everything so far is actually 1.75. I think that is evidence that AMD has found a solution which will not require the 1.80 volts on the next stepping. They wouldn't want to raise it for two months and then drop it down again. It may even explain Compaq and IBM dropping the servers -- if they both wanted 1.4 GHz and AMD decided to NOT release a 1.4 GHz 1.8 volt part.
