Suppose jenna Bush was served a few mixed drinks in that bar. Then suppose she drove off on her own and got into an accident while under the influence. Who do you think would be demonized? I think it's safe to say that the bar she drank in would be cited and maybe closed....and that doesn't even begin to account for liability.

Whether the bar tender liked Bush or not , she did get the police to solve her problem objectively before she lost the proprietor his or her liquor license and business. I'm sure they were sensitive to under age drinking in that bar as it's a popular hang out for college kids.
