Typically one doe not ramp a new design on a new process. On a proven process, if an aggressive channel length is being used successfully with Thunderbird, I do not see much of a reason to be more conservative than that.
Also, I consider Palomino to be an incremental step so the reason to be conservative is not that high. There should not be a whole lot of new paths to check out.
These are all my non-process expert opinion. I have my ears perked up to hear what the process guys have to say about this.
