Well, don't assume you have a conspiracy before you even get started. Modern war, after the American Civil War, was necessarily industrial. I think Yamamoto understood this when he warned that America was a sleeping giant best left unmolested.

The next major war is likely not to be decided by who can marshal the most factories. It will be a come-as-you are affair, and any sneak attack will be far more deadly than the Pearl Harbor episode.
