Of course not, for one thing, although the nominal is 1.75, AMD allows it to be +-0.05 or +-0.10 relative to that. But the WORST TBird sample in the worst batch, right at the boundary of it's MHz rating, with the worst (too high) power supply, with the cheapest heat sink and fanless case running at 95F ambient, and running AMD's "burn" software -- well, it might burn up.
