He didn't "pass" it. He signed it. Executive branch power is limited, but the fools on an issue like this are a coalition of power-grabbing liberals and moralistic conservatives. A perfect example of unsatisfactory legislative performance that results when the citizen/voters forget the diligence of liberty. There's ALWAYS a cause over which a few will foam at the mouth, but there's only one chance on each issue to defend liberty. Give it up, and there's not enough corresponding "benefit" to ever repay the cost.
