The 9th Circuit Court of Appeals is a lower body than the US Supreme Court. I would appreciate a citation for Lewis v. U.S., in light of the fact that Lewis is a common name, and I don't have 9th Circuit cases on my CD-ROM - I am in the 4th Circuit, so that's what I have.

At any rate, for better or worse, the US Congress has set up a plethora of federal agencies - the Federal Reserve is just one among many. The US Supreme Court generally defers to Congress on these matters.
