Being 'legally adopted' from a foreign country does not make a child a US citizen (am not arguing whether it SHOULD or not... just stating the fact). This is why most agencies dealing with international adoption STRONGLY suggest (or require, as a condition of their assistance/involvement) that parents have their adopted children naturalized ASAP upon return to the US. ...mark Father (proud, of course) of two children born in Colombia... both of which are now dual citizens.
