Being 'legally adopted' from a foreign country does not make a child a US citizen (am not arguing whether it SHOULD or not... just stating the fact). This is why most agencies dealing with international adoption STRONGLY suggest (or require, as a condition of their assistance/involvement) that parents have their adopted children naturalized ASAP upon return to the US.
