Within the context of having excess capacity, I do not believe this would be a reason to delay buildout. The market could recover at any time. Indeed, I think AMD probably has a shortage of processor capacity at both fabs. Why else would they discontinue K6 production in spite of continued demand? Indeed, my suggestion is that they bring Motorola onboard as a foundry to enable the delay of buildup of capacity at Fab30 until they can continue with 193nm lithography equipment.
