Ilf and Petrov did fool Stalin and got by with it!! Ostap was half Jewish,! So could it be that the book officially meant not to be an attach only on the NEP, but also on the Jews? plenty of people involved in the book are Jews. But maybe it was Ilf and Petov that fooled the system. I know your more familair with this than me, so please give me your opinion!
