Only because the loopholes were mostly sewn-up which didn't last long.

Your argument was that the rich would simply not bother with tax avoidance if rates were lower. They bothered very much.

Again the rich were hardly satisfied with the lower rates. They wanted their old tax preferences items back and in many cases got them. It took about three years of screaming, bitching, moaning and whining not to mention a looming election for Congress to warm to the idea and cough back up much of what they took away...but cough they did and under pressure from the rich (who weren't supposed to be bothering according to you.)
