is that getting company workforce reductions, when needed would be more difficult as
the employees would have to approve it, or accept it.

If employee consultations are needed, it could take many weeks or months longer to implement layoffs If they
have to go through "arbitration" type processes. Unfortunately too many workers, hired during times of a booming
economy, are excess capacity when business slows down.
