Josh, Kids are usually mirrors of their parents instructions and not their actions and parents usually instruct them not to steal etc, as do schools. As they get older they see how their parents diverge from this and start to doubt them. There is also peer group learning and one kid who steals and gets away with it can taint many other kids.
That is why gang activity needs to be controlled as they are crime learning organizations.
