I didn't change my argument I simply stated it in a different way. It's obvious that your having a difficulty understanding how high tax rates create disincentives in the economy and how lower tax rates increase economic activity.

The government officials here in Baltimore have the same blind spot. They have an eroding tax base because businesses and individuals have chosen to vote with their feet and move to a location with lower taxes. Therefore they decide to raise taxes to make up for the shortfall on those businesses and individuals remaining. The latest idea, which thankfully got shot down recently, was to start taxing non-profits! Meanwhile Johns Hopkins is the largest employer in the state.
