The government never has the "right" to control or mandate something that is produced just because of a "need". Every example you cite was an abuse of government power, an abuse that a country whose onetime symbol of a rattlesnake with the caption, "Don't Tread on Me," would never have tolerated.

What moderates the markets are supply and demand. If there is a huge demand for a scarce product it IS the right of the producers of that product to charge whatever the market will bear.

Why should producers be punished for the errant ways of the State of California?
