I have re-read Pete Wilson's June 3rd piece in the Sacramento Bee, regarding the Energy Crisis (which naturally he blames on Governor Davis).

The one item that really stood out, is the extraordinary power that the Governor of California has at his disposal during a crisis in the State. That the Governor, by decree can suspend state regulation and law during a crisis. That these powers can be employed EXPLICITLY during sudden and severe shortage of electrical power.

While, you may not agree with his views on the causes of the crisis, he must be considered an authority on the powers granted to the Governor of California during a declared crisis (which the Governor, I believes, declares).

The one statement that I found stunning is this (I don't know if it is true though)..."A governor can forsee the emergency and exercise his extraordinary powers to prevent it. He is not required to wait and compel California to suffer it."
