Yes, a company has a right to make profits, but the issue in CA is did the power generators break the law (or regulations) in making the amount of profits they did. It's pretty likely that some if not all did by gaming the system, and if that's the case, fine them and change the system. But IMO, if a company is continually limited in the amount of profit it can make (cost-plus) it should be limited in the amount it can lose.
