I contend it was some extremely crafty and devious lawyers in the HQs of the companies that were to be most impacted by the bill and who had the greatest financial interest to be gained by utterly snookering the Steve Peace crowd, i.e. the California state legislature (along with the Wilson administration), all of whom can be made to tap dance for the correct level of campaign financing. Reminds me of the old joke in my area, construction. When you needed to make sure you passed an inspection, the standard line upon greeting the inspector was "Mr. X, I hear you are running for (public) office. Congratulations!
