Its is obvious that while the MAD doctrine worked well enough in the Cold War era with only two nuclear superpowers, in the post cold war with several nuclear powers and only one superpower, the strategy is doomed to be less than effective. Change in this case is not necessarily a bad thing. JLA

They haven't engaged in their part of the "arms race" yet because they have bamboozled us into defending them. Their real fear is that we will leave them out of a missile defense.
