No, they were devastated, then reconstructed to meet the Soviet threat. They survived MAD by pure luck, and now haven't the faintest clue about missle defense.

We have done Europe no favors by paying for their defense for 50 years. Their socialist corruption is more deep-seated than ours, and it will take years for them to recover.
