If it was manipulation, then the current situation could not have been easily foreseen.

I don't know if this has been linked yet or not, but the Cato Institute was prescient with the following, which was first printed over 4 years ago:

It isn't market manipulation, it is the silly regulatory framework that was passed in '96.

I see GV provided most of the answer. Although I'd like to add that Russia does not have a free, unregulated economy (how did you reach that misguided conclusion?), and that a free, basically unregulated and untaxed citizenry is what fueled the tremendous growth and production originally in the U.S. thus creating a mighty economic engine which politicians and judges attempt to "regulate". Regulation is true manipulation.
