That certainly seems to be the net effect of creating 10 year contracts between the IPPs and QFs and DWR. Long term stable rates, no matter who is gaming the spot and day ahead markets. These LT contracts have taken some of the market power away from the speculators. At least to look at the recent turn down in the natgas and power trading.

Here's an interesting turn around. Today, spot energy prices were trading higher in the East than on the Left Coast. This hasn't happened in a coon's age. Strictly weather related, IMO.
