Hi DavesM, I agree with you regarding LA DWP. They must be feeling pretty smug right now, with no "crisis" whatsoever in their operation. I have little to add to your very lucid views of the players and the situation we currently find ourselves in. Gov. Davis, of course, finds himself between a rock and a hard place. To show the kind of leadership he ought to in this situation would undoubtedly terminate his political career. That's, IMVHO, why he sat on his hands for so long. Coddling the consumer was undoubtedly his worst decision. He could have broken the the market price much earlier by forcing retail rates up. But that would have been political seppuku. -Ray
