Of course you can. This is the basic premise of statism. Force is their primary tool.

You cannot force people to act against their own self interest.

Bill, that is exactly the problem we don't have an EFFICIENT COST EFFECTIVE MASS TRANSIT SYSTEM. The reason is that our gov't and people don't give a damn and thus we consume like a glutton blind to what is best for our tiny fragile planet and it's world economy!
