The K5 was such a failure that few were sold. As a result, the roof was on Fab 25 but only a very small amount of equipment was installed. Fab 25 sat mostly empty until the arrival of the K6. Then AMD started to install equipment and bring Fab 25 online in a meaningful way.

Moral to the story: Building a roof does not make a fab.
