Back when they were doing the Alaskan Pipeline I sold a suit to a U of Illinois Ag Professor who was going to testify at government hearing. They called him in about the roads that would be needed in the summer. His answer was pea gravel. It would drain during the thaw and the animals didn't mind it. With the permafrost down only a foot it wouldn't sink in. The freeze thaw cycle would reduce it back to Tundra in 100 years if it wasn't maintained.
