I can tell you what I think from the way it is titled:

Domestic Debts are those issued in the US (not necessarily held by US corps or individuals).

3 year incremental is no doubt a 3 yr running sum of each (only that which is new -- i.e. incremental) --probably on a quarterly basis. I think private does include corporate and individuals, but excludes government.

The distinction between financial and non-financial I may not be sure of, but I think this means debt that is traded publicly vs. debt that is not ... scratch that ... I'm not sure what that distinction is -- anyone??
