It is not CO2 per area but rather CO2 per political area.

This is a game of numbers which anybody with a computer
can play. There are essentially 3 ways one could work it
out -

- CO2 per capita. This will immediately excuse all poor
nations and put us in a bad light. Bad bad bad!

- CO2 per nation. This will be super-bad for us. Look,
already states like Montana and Rhode Island wield such
enormous power totally out of proportion to their
population because of that 2-senator/state rule.

- CO2 per political area. This gives us a lot of advantage
since we got a lot of land.

But in the end no matter who is playing this game, and how,
we'll get it our way! We'll also buy our way out (trading
rights.)

Bush ain't no dummy. Nor was Clinton.

Insofar as bicycling to work goes, a lot of Americans in
the metropolitan areas also do. And they ride buses,subways,
trains. People in Copenhagen do it probably because it
keeps them from freezing ;)
