Discussion: A number of errors had been identified after distributing the document. It was stated that the ASN.1 contained a few changes that would cause problems for future extensions. This caused a fundamental discussion on the way extensions were done. The ASN.1 seemed to be in line with what had been discussed before. However, the use of (non-critical) extensions for this case was questioned, as the behaviour of UEs for non-critical extensions was to ignore them, so that the problem would not be solved. It was countered that this was not a non-critical extensions but an optional IE, that had to be implemented by the UE. There was no consensus on whether this solution solved the problem or not, or whether a "March 2001 terminal" would have to implement it or not (one position was that there was no such thing as a commercial "March 2001 terminal" and that a terminal would have to comply with the R'99 test specification, not with the March 2001 R'99 test specification; the other position was the opposite). An alternative solution proposed was with a new SIB 5 bis. A problem with that was the introducability of new frequency bands, but that was not agreeable. Eventually it was agreed that both solutions could work, and Nokia showed willingness to withdraw this one. Decision: The CR was withdrawn.
