White papers hold no hope for winning "holy wars" but they do provide ammunition for discussions. Boards are continually blamed for lack of proper oversight, but the 3G licensing debacle and resultant investor fury in Europe should make Boards more sensitive to their responsibilities. Heads are falling at some companies. Heads have fallen in China. In this environment, options may be more readily considered than at other times. The Verizon/Vodafone feud has come public. So if ever there was a time when the white paper could benefit, now should be the time.
