The State penalties in place: $7.50 per lb of Nitrogen Oxides and $1.10 per lb of Carbon Monoxide. According to the San Jose Mercury news, the typical gas powered generator generates between 2 and 5 lbs of these pollutants per MWhr.

I have no idea about the EPA. I seem to remember that they limit the operation time of diesel generators as well as peakers too, but I really can't remember the number of hours - and don't fell like checking. I think once the State declares an emergency they can ask the EPA to drop their limits and regulations. Of course, this may be difficult as the Feds and State are in the middle of a pissing contest.
