The process of coalition building isn't predicated on one or two meetings in a 6 day period. Like most smart leaders, first you build relationships built on trust, this will take some time. Then you provide the vision around which the followers become enrolled in the process. Bush laid out his vision in clear images and challenged European leaders to "think beyond the cold war days". Next he will foster coalitions binding on common ground. This will no doubt take some time, but to suggest he has already *failed* is ridiculous. The process hasn't ended. And that writer should know it, if he wasn't such a biased ideologue. For EIGHT years Clinton couldn't get an agreement and forge the kind of relationships necessary to improve the worlds ecosystem. Why? Because he was not trustworthy. He couldn't separate his radical left wing environmental pack dollars and forge a balanced approach with those abroad and at home who had to agree with his approach. And now, even his advisors have gone on the record and stated he and Gore were wrong about the Kyoto Treaty. Bush is showing leadership where Clinton failed. If your concern is for the environment and our fiscal budget. You've chosen the wrong team to lead you there.
