Would it be cynical to conclude that the real purpose is to allow Chris Gent (and lesser lights) to dictate fairly rigid standards in order to reduce consumer choice so as to (a) reduce the number of SKU's that VOD would have to carry/support at any given time; (b) increase scale economies so as to pressure h.s. ASP's; and (c) lessen NOK's control over the potential value chain by moving away from NOK's licensing model. Personally, I don't think the operators have a clue as to what consumers want (not that I do either, but again I didn't shell out billions for licenses to provide clueless services).
