Simple. Look at the Kyoto treaty. Not one European country besides Bulgaria, (or is it Romania) have signed it.

Japan hasn't either. And it was negotiated in Japan!

They recognize behind the scenes of television diplomacy that it was a pathetic political stunt, not really meant to clean up the worlds ecosystem.

Problem for Bush is that we have no more TOP SECRET technology to give away in the Clinton method of garnering foreign policy "successes".
