If the Fed takes over power, I believe that there would eventually be uniform prices for power across the country (like mail delivery). This means that the price of power for someone living in TVA or BPA territory will have to pay the same rates as someone living in San Diego. It means that those communities with political muscle can insure that power plants will be put someone elses backyard, hopefully hundreds of miles away, while enjoying plentiful inexpensive energy (at the same price as someone living directly down wind to a power plant - or downstream a dam).

The DWP is a pretty different and special situation in California. And not a very good example as a government enterprise - IMHO a State or Federal organization could not do what the DWP does - certainly not now.

BTW, It was reported Jun 8, that the cost of power paid by the State, during peak usage was like ~$310/MW from out of state generators and $360 from municipally owned utilities like the DWP.
