FDR successfully guided America through its two worst crises of the 20th Century: the Great Depression and World War II. Reagan is one of the better presidents of the 20th century, perhaps in the top four or five, but not up there with FDR. You may wish to revisit Neocon's son's term paper. It is well-reasoned and informative (even though I would have preferred to see FDR given more credit for thinking "outside the box.")
