"WE the people" established the United States, it was not a compact among the states. Since the right of self- government is through election, it depends on the relevant electorate. If the relevant electorate is national, than only a national referendum or determination of the Congress could certify a secession........

No one questioned the right to secede when the New England states met in Hartford in the 1830's to consider the idea.

It was perceived to be a self evident right.
