Most of your examples are merely power shifting to other governments (as in the EU), not control reduction. In fact, the EU simply adds another layer of government.

The breakup of the Soviet Union again merely shifted power from one government to another. And not always peacefully. I suppose you could argue that the Soviet Union gave up the power of communism for the somewhat less power of non-communism. I don't know much about the country now, but my sense is that the people don't feel a hell of a lot more free than before.
