Given that theory, we should stop building ships and planes, because they encourage a two-bit dictator to send a bomb into our harbors on a small boat or submarine? As a matter of fact, we should just completely disarm ourselves with high-tech devices, because they encourage low tech solutions from our enemy which put us at greater risk. A combination of both defensive systems, and offensive systems has been proven throughout history to be most effective at preventing war from happening.
