That condition (trin above 1.3 and I presume they are talking about the 5 days average), as I said is a "necessary condition" not a "sufficient" one(if you remember your math class, there are some "proofs" that are "if" and other that are "if and only if"). Without a high trin you don't get reversals, but you need few more things with it.
