I don't think it is illegal to any own stock per se; it depends on the actual or apparent effect that ownership of stock in a particular company might have on the performance of your duties. I think is just the tip of the iceberg in terms of laws that prohibit such conduct:

"(b) Employees shall not hold financial interests that conflict with the conscientious performance of duty."
