``We're certainly in a tech recession. It's hard for anyone to sell anything at this point,'' Andreesen told attendees at a conference hosted in San Francisco by Brocade Communications Systems Inc. (NasdaqNM:BRCD - news). Companies which splurged on technology during the dot-com boom are now unwilling to add to such investments, he said. ``Everybody's paralyzed by fear,'' Andreesen said. A company spokesman said on Tuesday this meant Internet companies were no longer spending as freely as in the past -- or not spending at all in some cases because they were out of business.
