CA peak loads are expected to be 47,700 mHw during the summer with reserves of 2,600 mHw. Total 50,300 mHw. Area generating resources are 43,841 mHw by August. Shortfalls requiring imports range from 6,462 mHw to 9,443 for the summer months. Deficiencies range from -3647 mHw to -666 mHw for the same months.

Import levels have declined by an average of 28% for 99 and 2000 due to less available power and increased demand the in the West.

So the 9,000+ mHw will dry up imports as they come on line over the next few years assuming no growth (likely?) Businesses are clamoring to be allowed to leave the grid and buy directly from producers. Maybe some will leave if denied, especially manufacturing concerns. Davis's $43 billion in power purchases over the next 10-20 years will likely prevent leaving the grid as he would run the risk of having a surplus.
