But the power hasn't evaporated - a government could later reinstate that (or any other) tax. Such might be unpopular <g>, depending on their mandate, but it could be done.
The power to spend some portion of an individual's income (control over that income) has been shifted from the individual to the state, or vice versa - but the power to spend it still lies somewhere. Of course, if the government has the power to amend laws, it exercises a certain overall potential control.
