It compels you to obey under penalty of punishment by the state. The ban on murder is not voluntary; if you feel like killing someone and do so, you may go to prison or be executed. What a lovely concept of "liberty". How else do you run a society? Your concept of liberty is, it appears, is what I would call anarchy. If anarchy was stable and would work reasonably well, it would be preferable to government, but neither is true. Anarchy is like communism: it relies on the goodwill of all individuals or it fails.
