Watch it, you've made it seem like the State was planning on seizing the utilities all along by writing a faulty de-regulation plan. My head is spinning.

Hi Hawkmoon,

In the whole, I'd say your summary of the distribution system in California is good. The operating company will undoubtedly end up being a quango, rather than a department of state government. But the result is pretty much the same. ;)
